Is there ant way to convert a JPG or PNG file in to .osm file I have created a custom map and now i want to convert it to .OSM file

Not without georeferencing the image file and retracing it from scratch.

If the file was something else before it was a jpg/PNG then that format may be convertible, but I think that is a different question.
