Has anyone successfully consumed the OSM WMS (http://129.206.229.158/cached/osm?) into a desktop GIS, such as GeoMedia, ArcGIS etc? Thanks

It's confusing the way you refer to this as "the OSM WMS". What is the IP address? Does this service have a better name? It's not listed on this page: http://wiki.openstreetmap.org/wiki/WMS Where did you find this IP address?

I found reference to it on this French mailing list post. Maybe there's an answer to your question there somewhere
