If you would like to add fictional data to the OSM dataset itself, itself - by editing the map on openstreetmaps.org (osm.org) - then that is not allowed. See the [How We Map page on the Wiki][1]:

Of course, you can always create derivative works if you fulfill the [license requirements][2], or if your only goal is to mark a few spots on a map you can use 3rd party services or libraries (like [Leaflet][3]) to display markers or shapes over the map.
