This [Flosm map](http://www.flosm.de/en/powergrid.html?lat=51.4603677&lon=-2.60181549&r=3866.6493&st=0&sw=cabledistributioncabinet,generator,powerbay,powerbiofuel,powerbiogas,powerbiomass,powerbusbar,powercoal,powercompensator,powerconverter,powergeothermal,powerhydro,powerline380k,powerline400k,powerline420k,powerline750k,powerline765k,powerlinedchigh,powernuclear,poweroil,powerpole,powersolar,powersubstation,powerswitch,powertidal,powertower,powerwaste,powerwind,transformer) is based on OSM data and shows whatever is mapper mapped of the electricity infrastructure.
I doubt there is a lot of data of underground infrastructure in OSM. This is not something that can easily verified by contributors. So unless data has been imported I do not expect to find pipelines in the OSM data set. Note that there might be exceptions as some underground pipelines are visible above the ground (e.g. cuttings in forests).
Using [OverpassTurbo](http://overpass-turbo.eu/) you might create your own map of the [pipeline](https://wiki.openstreetmap.org/wiki/Tag:man_made%3Dpipeline) infrastructure that is available.
Note that OSM is a crowed source project that is not finished. So it is most likely that the data is incomplete.
