Your statement drops only object tags with the real value 'name' which isn't that you want to archive. So if you take a [look at the docs](http://wiki.openstreetmap.org/wiki/Osmfilter#Drop_specific_Objects), docs](https://wiki.openstreetmap.org/wiki/Osmfilter#Drop_specific_Tags), you see that you need a wildcard or at least open filter experession: ./osmfilter a.o5m --drop-tags="oneway= name=" -o=plain_ways.o5m You can also add an --keep="amenity=" to return only amenity nodes/ways/relations and remove their names (if this makes sense to your scenario?)scenario?)
