Here is an online tool to do that : http://osm102.openstreetmap.fr/~jocelyn/polygons/index.py http://polygons.openstreetmap.fr/index.py Give it the id of the administrative relation (or whatever polygon relation), it outputs result in .poly, WKT (Gis format) and a nice image to view it ;-) It also offers geometry simplification and extended buffer. It supports pyramidal relation
