No. The Mapnik style sheet [style sheet][1] we currently use doesn't recognize any surface tags but it can be implemented of course. There as been a [similar answer on help][1], help][2], a rather old [ticket][2] [ticket][3] and probably several [mailing list discussion][3]s discussion][4]s about this issue. There is also an [ITO Map][4] Map][5] showing different surface tags in different colors. colors.
But it doesn't seem like there are any current plans in supporting the surface tag in the default [our Mapnik style sheet. sheet][6]. Yet you can try to add it or improve existing patches in hope somebody will merge your changes.
