Our application displays a map of the Africa and Middle-east regions. Do you provide shp/dbf files (paid or free)? And if yes, what is the procedure for the same?

There are shapefiles made from OpenStreetMap data available for free from a couple of companies, Geofabrik and Cloudmade. See the Shapefiles documentation on the wiki for more details. This will also tell you how to make your own shapefiles if none of the prepared ones fit your needs.
