And render everything into an SVG. I tried XAPI but I don't understand if I have to fetch just nodes or both nodes and ways. Then what?

I suggest you give The naturalearthdata.com website a try. For a map of the world with country boundaries, OSM data is much too cumbersome as it will be much more detailed than required, and there's no guarantee that polygons are closed and such.
