Is it possible to create a bounty for a specific development task? If so, what is the best place to publish such a thing?

If you want to encourage a developer to work on something by paying them, there's nothing stopping you advertising this in the places where developers are to be found - such as the dev@ and rails-dev@ mailing lists.

Remember, though, that the decision on whether a particular patch is accepted rests with the project maintainer. Even if you can get a patch put together, you will also have to convince the maintainer of that project (whether it be the osm.org site, Potlatch 2, JOSM, or whatever) that the patch is well coded and appropriate.

Is there a list of maintainers for different projects? I guess the maintainers are the lead developers?
