Is there any easier way to translate names of points and regions in any language, and how can I see does translation for that language already exists or not? Is there any tool that can show what is already translated in (ex. Serbian) language, and what is left to translate?

The name tag does support localization. There is also an experimental map supporting different locales and a corresponding wiki page.

Yes, I know it does support localization, but it is so, mmmm....muddled. I can't see if there is already translated name tag in specific language. There is no scroll bar in Potlach. That is the real problem.

Yes, there is a scrollbar in Potlatch. It's the little grey bar underneath the tags.

There is this tool which shows which countries have names translated into a particular language: Multilingual Country-List.

It can be useful for checking progress of translations for a particular language. Though it is only country names, not cities or other places within countries.

There is a tool that fits your needs almost exactly.

Check out - http://nomino.openstreetmap.fr/

It uses OSM login and one can add translations to names for a language, see list of languages in which a name is available, etc.

Maybe you want to have a look at add-tags with which you can add all at Wikipedia available translations of a name to an object.
