How to mark a place,make it clickable and have a pop-up window/balloon with info about it?

I want to make it to work like in google, when i can click on a marker and a balloon shows with information. So how can i make it both for the view panel and for potlatch. At what extent is it possible, anyway?

I have a private osm server. If any more info needed, pls ask!
