Really depends on the country. In the more progressive open data countries, these data can be obtained from the relevant government department freely (compatible license terms and all that) and then incorporated into OSM. In others with a bit more effort, you have to request from the government agency (ministry of interior maybe?) itself and ask them to release the data to be compatible with OSM license. In some other countries where it is really difficult, folks just traced from whatever map source they can find. (though not osm approved if I understand correctly.
