I have the information to upload more than 500 speed cameras: latitude, longitude, and name, but I have not been able to upload them to OSM, because the .csv file is rejected by the information format.

Please read the import guidelines first. Most important: Check that the license is compatible for import into OSM. And check that you aren't creating duplicated data.

If you meet the requirements for doing a data import (see the wiki for the process) then you can use the open data plug-in in JOSM to directly read a csv file and conflate it with OSM data.
