My Mac has OS 11.7.3 and cannot be updated beyond that. Safari is version 16.3. When I attempt to click Edit with Remote Control (...), I see the message, Editing failed - make sure JOSM or Merkaartor is loaded and the remote control option is enabled. I wish to create multipolygons but know this is required. What do I need to do in order to successfully be able to edit using this method?

On the Mac remote control can be made to work with Firefox. On Safari it broke a long time ago.

Remote control doesn't work with Safari unfortunately. You can open a desktop editor (such as JOSM, Merkaartor or Potlatch 3) by downloading it and running it as a standalone app.

You can however create multipolygons just fine using iD, the default in-browser editor on openstreetmap.org - you don't need to run a different editor for that.
