Could the adminstrative boundaries for a whole county be missing?? I sure can't find it.

As OpenStreetMap is largely created by volunteers they absolutely could be (especially in places with fewer mappers).

But in this case I don't think they are? See https://www.openstreetmap.org/relation/1838152

Ah, I see..... There is a space in the name..... La Salle Parish. as opposed to LaSalle County Illinois. Thanks for that.
