How can I use openstreetmap 4 corner coordinates for a desktop application written in c#? (coordinates will be drawn on it) Can you please give an example? , Also, can I use html in openstreetmap?

Did you already take a look at Rendering in the OSM wiki? There are multiple C# libraries listed.

Well, that's a whole different story then. I don't think help.openstreetmap.org is the right place to ask for programming courses. Maybe you should start with simpler things until you are more familiar with programming.
