Definitely not legally. The Communist Party of China very tightly controls cartography in that country. You can probably use f-droid to get Osmand on your phone and use OpenStreetMap that way, but, having maps the Party doesn't like is very likely to land you in hot water the next time your phone gets searched at a checkpoint.
