I’m trying to tag business places where the main activity is to sell goods to other businesses, usually not to individual consumers. The tag shop=wholesale could be used but I’m not sure it is adequate when I look at the wiki page.

For instance:
1- I want to tag a business that sell/deliver milk to groceries. Should I tag it shop=wholesale and wholesale=dairy?

2- What if they also sell goods/services to individual customers? Should I simply tag it shop=dairy?

The usual tag is shop=trade, but this in itself doesn't explain what it sells. The relevant wiki page explains how this is used and may answer your other queries.
