Does the order of members in relations matters? I mean as far as I could find it matters when it comes to routes, but what about e.g. restriction relation - if there is more than one member with role "via", is there any difference if they are disordered?

As far as I know, in restriction relation it didn't seem to matter. You can try highlight each member, and the corresponding node/ways is highlighted (in JOSM).

Public transport? orderly seems to be the rule, at least when it comes to highways (ways). Nodes such as bus stops didn't seem to matter. In fact, I use to group all bus stop nodes on the top part of the list so that the part of the relation that involves the highways are arranged at the bottom. That way, I can check if there's any disconnected highways in the relation.

All the above is how it is done in JOSM, the superiorest OSM editor. ;)
