My location on my apps are saying that I am in a completely different state and I reset the apps and even Uninstalled them and reinstalled them and it still changes back to being out of state... How can I fix this? Or why is it doing this? It's mainly Facebook and Instagram..

This sounds like a phone problem not an OpenStreetMap problem.

Is the device a home PC with a wired internet or Smart Phone with GPS. If a Smart Phone, is GPS turned on? and how many Satellites show up, if the app has the option to view them. A wired internet is probably some sort of rough communication exchange point location.
