Why not ask your question on the new OpenStreetMap Community Forum?

I was wondering if there is a way to open a map, like a map of a city, edit that and then export just the nodes and boundaries of that into a GeoJSON file?

Josm, one of the openstreet map editing tools, can probably be used. But I would think you should seek help wherever you download GeoJsom from. They may have the expertise you are looking for. This forum is aimed at OSM mappers.
