some signs are only followed at certain times (like: no left turn, 5am-7pm), and I want to add that data into OSM.

Recently moved to Vancouver. One thing I've noticed, is that there are a lot of traffic rules here, which are dependent on the time of day. I'm using Magic Earth, and I'd rather not have it tell me to take an illegal turn all the time. Is it possible to add this info into OSM?
