The internet is a big place - there are certainly sites that can help you. I'd start with a GSMArena search such as this one (which finds 31 devices) and then narrowing that down via "To refine your search click here", before checking for reviews from real people of a sepecific model. I'm not sure if that's even a thing! However, even my many-years-old Samsung Tab S2 supports wifi and has a SIM card slot. Just don't put a SIM card in it; it'll still work. Need to use tablet for dedicated NAV station in vehicle.
Have tried multiple variations of that search. Can never get factory specs on GPS capability. Did find a few very high end tablets but I am looking for something basic.
