Vehicles in stationary use

OSM normally uses British English; "railway_car" is an American rather than an English term.

The English version term a passenger railway car would be "railway_carriage", which there is some use of:

https://taginfo.openstreetmap.org/search?q=railway_carriage#values

(compare with railway_car)

While "historic" might work for some many will not be; they'll just be old. Also some "stationary railway vehicles" would be something other than cars/carriages.
