Besides a traditional geodetic (horizontal and vertical control) network of passive man made=survey_point many nations (and even global agencies such as the IGS) have active GNSS reciever/antenna's that collect satellite observations; and contribute towards the foundation of modern geodesy.

These CORS are often co-incident with more traditional beacons -> TRIGSURVEY

How would we tag this?
gnss=yes or would constellation=gps;galileo;beidou, etc. that the reciever logs be more appropriate?

You are looking at wrong feature. They are in man_made=monitoring_station + monitoring:gps=yes etc.
