Incorrect data results

This request https://nominatim.openstreetmap.org/search?format=json&limit=1&q=%D0%9A%D0%B0%D0%B7%D0%B0%D0%BD%D1%8C,%D0%9A%D0%B8%D1%80%D0%BE%D0%B2%D1%81%D0%BA%D0%B8%D0%B9 returns incorrect point (Uzbekistan, Tashkent instead of Russia, Kazan)

Кировский is not the city it is a district of Казань

Ah, ok, so inside the city of Казань you are looking for a city district named Кировский?

It seems as if the city district can only be found if you search for: Кировский район, Каза́нь

As nominatim cannot expand the район and the district is tagged with Кировский район, it does not find the district while just searching for Кировский.

You could add an alt_name of Кировский to the Кировский район relation here: https://www.openstreetmap.org/relation/2133463
