The wiki page on tracktype specifically says “It usually applies to highway=track but is often used for non-tracks too, especially in less-developed places where many main roads are unpaved.” answered 26 Jun '22, 19:45  n76 |

(this is something best discussed somewhere like community.openstreetmap.org or similar) but, why do you think it is a problem to use "tracktype" with highway != track ?
