How to become admin of a mailing list?

I would like to become Admin of an admin list, however, I do not see the procedure for this. Can someone explain me this?

Which mailing list?

Some are run using OSMF infrastructure and some not. Does the list you're interested in have an existing moderator team?

Are you asking the question because you believe the list has no effective moderator and needs one?

That https://lists.openstreetmap.org/listinfo/talk-co seems pretty moribund. Have you tried mailing the existing list owner (if there is one)?
