Extracting city level

Hi,

I have downloaded India.OSM file and extracted it into postgres database, also generated tiles for this. When I am plotting it using simple html example, map is getting zoomed to state level only. Detailed zoom levels are not displayed,even I have mentioned zoom level as 15 in html code. Pls tell me what needs to be doen to get detailed zoom level on map?
