Why not ask your question on the new OpenStreetMap Community Forum?

The main tunnels of HS2 (Phase 1) are shown as being under construction - tunnel boring has been taking place since last summer - whereas the surface sections of the route are currently mapped as a proposed railway on OSM, so that they don't render in the main OSM maps.

However preparatory and earthwork work on this section has also started in many places, with many work sites along the route (mapped), and road/path closures, so should its status be changed to "construction" now, especially in these areas?

When construction work has started in earnest I don't see any reason not to change the mapping to "construction".

Agreed, I will start changing the status in areas where I know work has commenced
