Drainage data

I just wanted to know how can I propose some tags to be added on the osm, specifically the waterways' data(drains, ditch, culverts)and every related data collected in the form of points and line segments/ I can also share the sample of data collected to see how can be added, So far few tags related are allowed but many of them are non osm data,

There is nothing as "allowed" tags. What may be you looking for is iD editing presets, to be suggested in https://github.com/openstreetmap/id-tagging-schema if common enough. You can always enter tags manually at the bottom of the left panel. I doubt you need to "propose" already --- Do some research on Taginfo to see what others are using, if not documented on the wiki.
This is a copyright issue. Don't copy unless allowed to. Beware not to share data you have no rights over either. For compatible datasets, you still need to be experienced in editing and knowledgable in the technicalities to import, while following the guidelines.
