Change folder location of photos based on coordinates

My photo-mapping collection has grown and I'd like to split it up more than it already is to reduce load time in JOSM. I'd like to be able to drag-select a set of photos and move them to a different folder - or some other process to achieve similar without individually selecting a photo, identifying name, moving it in file explorer. It would be ideal if I could do this in JOSM but some other free / cheap app would be good.
