Why does `highway=track` render more promenently than `highway=service`?

In my understanding of highway=track and highway=service, I would describe track as more minor. And yet, in the default rendering, tracks render at zoom 13, and service roads do not. Was this an intentional decision?

Can you link to examples and clarify which map or app you are talking about?

On the "standard" layer on OSM Carto the rendering of both of those depends on other tags, and OSM Carto is not a great choice if you want to look for either of these features

Tracks would tend to occur in less dense areas, like farm fields, forests, etc., whereas service roads would tend to be in more dense suburban and urban areas (in general). I suspect the Standard OSM Carto rendering takes this into account and renders the tracks one level earlier because there's less chance of clutter.
