почему после редактирования карты изменения сохраняются не на все ее слои, а лишь на некоторые

Здравствуйте, скажите пожалуйста почему после редактирования карты изменения сохраняются не на все ее слои, а лишь на некоторые. Т.е. при увеличении карты улицы, дома и т.д. появляются на карте, а при отдалении исчезают. Почему так происходит?
