How does OSM validate speed limit changes? What kind of safe guards do they have to ensure that some users with ill intentions don't mess with the data?

First off, there is no "they" in OSM nor are there any "safeguards" or validation of things like speed limits. This can only come about through personal ground surveys. Consequently, any and all checking of speed limits must be done by users, users like you and me. Hopefully, an OSM mapper would notice vandalism in his or her local areas and either report it or correct it.
