How do you select only a portion of a road to edit the surface when the surface changes from paved to unpaved and then back to paved?

You need to split the way where the surface changes and then apply the surface separately to the resulting shorter ways. How you do this depends on the software you're using. There are instructions or the "default" iD editor in the answer to this question.
