How is a deadend street for cars only tagged/marked in OSM? The road is accessible in both direction for other traffic.

Split the road at the place where cars are not allowed anymore. Then add appropriate access tags to the piece of road with the restriction, e.g. motor_vehicle=no depending on the exact signage.
