Hi, if there's a project that uses Leaflet and has a closed source app that they wouldn't share it's data (Street names, house numbers, stores...etc) to the community and only use it in their on website/app, is that legal?

This data was gathered by the project and they added it only in their website version of OSM/Leaflet without contributing it to the OSM project.

Am I allowed to ask them for the data?

Using Leaflet to display data and/or displaying data on top of an OSM background do not create a legal obligation to publish that data under an open license. All they have to do in such a scenario is provide attribution to OSM.

The share-alike requirement is only a factor if they either mix their data closely with OSM data, or if their data is actually a derivative work of OSM data (they created their data by starting from OSM data).

Even if neither is the case, you can of course ask nicely if they want to contribute their data to OSM. But if they merely display the data alongside OSM with Leaflet, that would be entirely voluntary on their part.
