A staircase over the dunes first climbs to the top and then descends. How to tag incline and/or decline?

Map both parts as separate ways both pointing to the top then tag both with incline=up.

You can even map the bit at the top as a footway (this may be of help to people who find climbing stairs hard work & need a bit of a rest at the top).
