Dear Sir Would you please clarify that the resource openstreetmap.org has a static IP address or not? if yes, would you please give me the IP address? we need this information to use in server instead of DNS(for the opening of the port and IP address.) dont you provide OpenStreetMap services in iran? Is iran under your sanction?

OpenStreetMap has a sizable community in Iran.

There are many different servers under the openstreetmap.org domain and they are in many different locations and have different IP addresses. Some of these IP addresses depend on your location (like tile.openstreetmap.org), others (like api.openstreetmap.org) can also change in the course of administrative operations.

So the addresses are not "dynamic" as such but still it will not be possible for you to hard-code an exception for a specific IP.
