Is it possible to create a tag? For example, a culvert tag, which would appear in the ''barrier'' sections? Also, could I create a tag named erosion, so that people could be aware of this environmental phenomena?

Firstly check that there is no tags to describe what you mean (tunnel=culvert).

At the end there is no restrictions to tags. Anyone can use any tag they want. But if you just make up your own tags they might not be used by other mappers or users.

You can discuss the need and form of new tags with fellow mappers and look for other tags that might be usefull. Then document the tag on the wiki and see if others find your work usefull.

Yes, before inventing a new tag it is always good to ask other mappers (for example on the tagging mailing list or on your local mailing list) if there is already a tag in use for the features you want to describe. This helps in reducing the number of different tags for the same feature. Another place to search for tags besides the wiki is taginfo, where you can find tags that are actually in use but might not yet be documented.
