How do I delete a railroad where the source is "USGS TOPO" and Delete is not available?

The "Siler Logging Railroad" (https://www.openstreetmap.org/relation/7368369) visible in this map (https://www.openstreetmap.org/edit#map=13/47.6895/-122.0230) no longer exists. The area has been cleared, flattened, and developed or has become grown over and is no longer visible.

Note that the railroad may still appear outside of this map as I haven't personally verified but I highly doubt it.

It's already tagged as "railway=razed". You don't need to delete it: https://www.openstreetmap.org/way/425014750

Please go out and map things rather than deleting things!
