I want to render a map showing where cyclists can and cannot go. For most roads like residential it's obvious, but for a few it isn't. Are cyclists allowed on a highway=trunk without a bicycle=... tag ?

The default is yes. However this is country specific. For example cyclists are allowed on trunk roads in USA and Germany, but not in France. For the full list see the wiki.

As Andy says, cycling is permitted on trunk roads in the UK unless expressly forbidden, in which case you would use a bicycle=no tag. (There are only four significant examples I can think of where it's forbidden - the Edinburgh Southern Bypass, the A1 just east of Edinburgh, the western section of the A465 Heads of the Valleys Road, and parts of the A55 North Wales Coast Road.)
