While accessing tile from our application OpenStreetMap tile server is throwing HTTP response code : 418

URL : http://tile.openstreetmap.org/4/5/5.png

User agent passing with the request : Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/74.0.3729.169 Safari/537.36

The same request was working earlier. We started facing this for a week.

Is this because a violation of Tile Usage Policy ? If yes, how can we resolve that and what is the cost involved ?
