Why not ask your question on the new OpenStreetMap Community Forum?

This is also a general question on how k=v pairs are accepted.

wiki defines "new" object tagging as man_made=tower service=aircraft_control

instead of "old" aeroway=control_tower

but AFAIK the only discussion is rather poor and it doesn't seem closed.

Since I'm going to import and conflate some italian ATC towers, I need some help on how to proceed for tagging.

It's beyond the scope of this help site to go into discussions on whether tagging one way or the other makes sense or not. I'd strongly recommend addressing your concerns on the tagging mailing list.
