I want to add some new bicycle routes in Vienna but I have not found bicycle streets as part of bicycle infrastructure. Can this be added? https://cyclehighways.eu/design-and-build/infrastructure/bicycle-streets.html

There are two schemes in OpenStreetMap to tag cycle roads. Basically, you tag the road with the usual highway classification like highway=residential and then you additionally add bicycle_road=yes or cyclestreet=yes. In Germany predominantly the former is used, in the Netherlands and Belgium the latter. You might want to read around the respective wiki pages a bit to see what fits better in Austria. Looking at taginfo I think bicycle_road is more popular in Austria.

I didn't know we had country specific tags. I'm not sure these will be correctly interpreted by routers. Also these tags are not approved and seem redundant with existing access tags (like bicycle=designated). Anyway, sounds like the subject of a lengthy debate on the tagging mailing list.

I agree, the two different tags are a bit unfortunate. Actually, I only stumbled upon cyclestreet when writing the answer.

Nevertheless, the tag is more than just a different kind of access rule. At least in some countries, these roads also imply other benefits for cyclists and restrictions to motorized traffic which make it worthwile tagging them in this way.

I think it could be tagged as highway=cycleway and motor_vehicle=destination.

Or highway=residential, access=destination, bicycle=designated.

Please read the relevant wiki articles to be sure, but ultimately it depends on local signage IMHO.
