You are talking about OpenDataMap.net I guess. They use some technology (Leaflet) to display maps. This has nothing to do with OSM itself which is only used to provide the map data in this case (and possibly the tiles also come from a OSM run server. I did not check).
Maybe someone here has an answer but otherwise I would suggest asking your question in a more Leaflet or web design focused forum/help site.
