Can I add unregistered data population? Because in our area a lot of population data is not recorded

I assume you are referring to adding an (estimated?) population tag to place elements as in https://wiki.openstreetmap.org/wiki/Key:population

I don't see a reason why you shouldn't, but give your source (estimation, or other way you arrived at the number) in the changeset source field and on the object itself with source:population .
