I am trying to name our local Scout Hall, which is in the middle of the screen here can someone explain why the name does not appear on the published map?

The name shows up now, it's almost certainly just a short delay in rendering.

It doesn't appear on my screen, or on my Android phone, I have tried refreshing!!!

Only refreshing does not help. You need to do a hard refresh. Currently you see map tiles that are cached on your Android. I couldn't find any instructions to do this on Android (maybe you know) but you can clear your browsers cache. Following sequence might be correct for it: settings>Manage Applications>All>hit Browser>clear Data and cache.
